Building a reliable subcontractor network
Start with one or two ZZP landscapers you use regularly. Build the relationship. Ensure they know your standards and quality norms. Pay fairly and on time — a good freelance landscaper has multiple options. If you're the best client they have, they're always available when you need them.
Always use a written contract: scope, rate, payment terms, equipment responsibility, liability. Verify they have valid professional liability insurance.
When to convert to permanent employment
If you're using a subcontractor more than 20 hours per week for longer than three months, Dutch tax authorities may consider this a de facto employment relationship. If a subcontractor performs well and you need them structurally, make a permanent offer — certainty of availability for you, certainty of income for them.
